Jan Sanders van Hemessen, ca. 1500 - 1565
Flemish Northern Renaissance painter. He worked in Antwerp after a period of study in Italy. His paintings were mostly about human failings, with many based on proverbs and religious parables. He also painted portraits.
There is slightly more information at Wikipedia but not much. In fact we can find very little about this artist on the web.

This painting depicts an entirely fictional operation - it is the removal of the "stone of folly" from the forehead of the patient in order to cure him of stupidity. Such procedures never occurred in actuality (probably) only in literature as a kind of joke. The stone of folly was represented as a growth, or wen, inside the brain which caused stupidity and foolish behaviour. In fact, at the time, the phrase "a stone in the head" in Dutch meant someone was acting strangely or foolishly.
