Diego VelÁzquez 1599 - 1660 (full name Diego Rodríguez de Silva y Velázquez). Velázquez was Spanish and belonged to the Baroque era. He was a court painter in Madrid and most of his work is portraits of court nobles although he also painted landscapes, religious pictures and scenes from common or domestic life.

The Family of Felipe IV, or Las Meninas, 1656
Oil on Canvas 318 cm x 276 cm
This painting shows the infanta Margarita (1651-1673) centre stage with her ladies in waiting (or meninas*, hence the painting's title) on either side of her. Also present on the right are two court jesters, María Bárbola and Nicolasito Pertusato; behind them a nun and a priest, and at the back we see Jose Nieto, chamberlain to the queen. To the left we see Velazquez himself painting a huge canvas - if you look in the mirror just above the Infanta's head you see the reflection of the King and Queen, Felipe IV and Maria de Austria who are supposedly posing the painting.
You can find a very detailed discussion of this painting at Wikipedia.
* Presumably our word menial is from the same root.
Las Meninas is owned by Prado Museum in Spain which also has some notes about it plus a huge image online so that you can see it in great detail.
