John Everett Millais (1829 - 1896) was one of the founding members of the Pre-Raphaelite Brotherhood, along with William Holman Hunt and Dante Gabriel Rossetti.

The story of Sir Isumbras is an English romance from the middle ages and although the exact date it was written is not known, it was around by at least 1320. The story tells of the trials and tribulations the hero undergoes until all turns out well and he is reunited with his family.
Millais' painting depicts the knight helping two children over a river, even though this incident is not from the original story. For more information see the Wikipedia entry.
